"Lifetime" sex offender from Kentucky arrested

Aug. 12, 2019 – On Friday, Aug. 9, officers arrested sex offender Barbara Ann Bailiff, 54, on Cagle Mountain on a Fugitive From Justice Warrant.

The Sequatchie County Sheriff's Department (SCSD) received an anonymous phone call telling them there was a woman living on Cagle Mountain that was possibly a sexual offender out of Kentucky, according to Detective Paul Howard.

We ran her name through the Kentucky sex offenders list, and she was a lifetime-register sex offender,” Howard said today. “Her status was 'non-compliant.' They didn't know where she was.”

When officers arrived at the address, they found that Bailiff was at the house, and they arrested her because she had been living in Tennessee for over a year but had not registered here, Howard said.

Bailiff was found to have an outstanding felony warrant for “absconding on parole,” he added. She had been released in 2016 after serving 10 years in the penitentiary. She had been convicted on 5 counts of 3rd degree rape in the state of Kentucky. There were “three different juvenile victims,” Det. Howard stated.

Bailiff was charged with being a fugitive from justice and is being held without bond until her Aug. 16 appearance in General Sessions Court.

We will drop charges when the judge signs an extradition order,” Howard said. “She will go back to prison when she gets to Kentucky, because of the parole violation.”
